In military slang, being "ID10T certified" means you've been formally (informally) diagnosed as an idiot. It's not official terminology - you won't find it in any regulation or manual - but every service member knows exactly what it means. Mocking, sarcastic, and dead accurate, it's the unofficial certification nobody wants but everyone's earned at least once.
